Who Are We
SE&M Solutions, LLC., was created in 2021 by CEO Charles Sowell. With 22 years in the intelligence and military community, Sowell embarked on a new path as an entrepreneur in the heart of Pennsylvania’s capital. Sowell lovingly named his company after his grandfather, William “Bill” M. Roberts Sr., who created Savannah Electric & Magneto Company in 1956. William Roberts Sr. served in the National Guard during World War I. Sowell followed in his footsteps by joining the military and eventually retiring as a Commander in the United States Navy. Today, SE&M Solutions is committed to our mission of “Service and Opportunity”. As a Service-Disabled Veteran-Owned Small Business (SDVOSB), SE&M Solutions provides professional services and information technology support to personnel vetting, migrant/refugee, cybersecurity missions, and project management.
Located in Harrisburg, PA, SE&M Solutions seeks to support both the local community and government. As the company grows, SE&M hopes to secure local and federal contracts using the best experts in the government consulting industry. We seek to give local people opportunities to venture into our industry and inspire a new generation of consulting experts.

SE&M is headquartered in Harrisburg PA.
We’re a small business, and certified through the SBA as a Service-Disabled Veteran-Owned Small Business (SDVOSB). We are also certified by the Commonwealth of Pennsylvania as a Small Business (SB), Small Diverse Business (SDB), and Veteran Business Enterprise (VBE).
We can receive SDVOSB directed awards of up to $4M non-competitively, and awards under the Simplified Acquisition Threshold of $250k or less.
SE&M is short for “Savannah Electric & Magneto,” the company our CEO Charlie Sowell’s grandfather founded in 1956. Although we’re not located in Savannah and we don’t provide electric or magneto parts, we honor the family legacy through our company name SE&M Solutions.
