Charles Sowell

Charles (Charlie) Sowell is the founder and CEO at SE&M Solutions in Harrisburg, Pennsylvania. Charlie has 22 years in the industry from the intelligence analyst to CEO level in small, medium and large businesses. He served in the federal government as the Deputy Assistant Director for Special Security and Program Executive for Security Clearance Reform at the Office of the Director of National Intelligence (ODNI). He established and led the DNI’s Security Executive Agent national policy and oversight office responsible for the $5B+ USG security clearance enterprise. Charlie is a subject matter expert on personnel vetting activities and initiatives across government, including Trusted Workforce 2.0, the Performance Accountability Council Program Management Office (PAC PMO), and the Defense Counterintelligence and Security Agency (DCSA). He has been a member of the Intelligence and National Security Alliance (INSA) Security Policy Reform Council (SPRC) since 2013. He served as the Professional Services Council (PSC) representative to the National Industrial Security Program Policy Advisory Committee (NISPPAC). Charlie retired from the Navy as a Commander in 2015 following 27 years of active duty and reserve assignments as a Commanding Officer, Executive Officer, Operations Officer, Intelligence Officer, NCIS Agent and Intelligence Specialist (enlisted). He received his Bachelor of Arts in International Studies with Honors from Old Dominion University and his Master of Science in Strategic Intelligence from the Joint Military Intelligence College (now National Intelligence University). He completed the University of Michigan, Ross School of Business Executive Program “Leading the IC” in 2012. Charlie and his family live in Camp Hill, PA.

Bryan Denson

Bryan Denson is the Vice President, Policy Programs at SE&M Solutions, LLC, and brings 40 years’ experience of providing innovative leadership to the Department of Defense, the Intelligence Community, and private industry. As a retired US Air Force Intelligence Officer, Bryan has deep and wide experience in strategy, operations, policy, and security from his various roles in supporting US national security missions around the globe.  Bryan culminated his US Air Force career while assigned to the Office of the Director of National Intelligence in 2009 and transitioned to the corporate world as a CACI senior policy analyst at the National Geospatial-Intelligence Agency. Bryan soon felt the need to return to government service and, in 2015, re-entered the government as a civil servant serving as a technology security and export control senior advisor in the Office of the Secretary of Defense – Policy, focusing on the US-Republic of Korea strategic security relationship. Since 2015, Bryan has supported various US national security missions from a multitude of commercial enterprises, focused on accelerating security clearance reform, improving insider threat programs, and helping craft commercial solutions to support Trusted Workforce 2.0 efforts. Bryan holds a BS Policy Science degree from the University of Alabama – Birmingham and a MS Strategic Intelligence degree from the National Intelligence University. Bryan resides with his family in Maryland.
